By the time Leroy Fresquez Jr. killed his girlfriend, Jasmine Gaytan, they had been together for eight years. Her murder is the type that is all too common in New Mexico. Advocates have for years been urging the state to adopt a law that would prevent gun ownership by domestic abusers.

New Mexico is now officially ranked as the worst state in the country to be a child, according to the Annie E. Casey Foundation. With the spring session of the Legislature starting and a newly seated governor in place, advocates for the state's children weigh in on what should be done to turn things around.

Developed by corporate giant Deloitte at an initial cost of $115 million, the ASPEN system was intended to streamline New Mexico’s processing of benefits for its poorest residents. But it has repeatedly failed them, cutting off tens of thousands of children and families from their financial lifeline.
